- Module 1 Good Governance
Governance and Good Governance – indicators of good governance – structure of governance – good governance and e-governance.
- Module 2 National eGovernance Plan and International comparison
Vision, Objective, Strategy; Status. Central, State and Integrated Mission Mode projects. Comparison with E-governance plans of other countries- developed and developing; Kerala's e-governance Plan.
- Module 3: Kerala e-governance
Kerala e-governance Strategy and Plan; Kerala main e-governance Projects- State Data Centre, Kerala State Wide Area Network; Other Wide Area Networks, Akshaya; e-procurement; SSDI; Mobile infrastructure; e-district; FOSS. Standrdized applications: SPARK; MESSAGE and IDEAS. Departmental e-gov projects: Commercial Taxes, MV Dept; E-grantz.
Kerala e-governance guidelines; security guidelines.
- Module 4: Salient e-governance projects
MCA 21; Income Tax Dept; Bhoomi in Karnataka, Nemmadi in Karnatka; e-procurement in Andhra; e-Seva in Andhra; Property tax filing in Municipal Corporation of Delhi etc.
- Module 5 Issues in e-governance
Lack of adequate capacity; capital; Change management; Business process re-engineering; Adoption; service delivery vs automation; procurement and contracting- development of SLAs etc.
- Module 6 Case studies in e-governance
3 case studies by each participant.
